American Rescue Plan Funding –
The numbers are in! A total of forty-three (43) businesses in the Fairfield Avenue corridor of Black Rock were awarded a grand total of $814,328 in grant money to be used for storefront improvements and/or business expansion. This funding was provided by the Federal government through the American Rescue Plan (ARP) to provide an economic boost to cities for losses suffered during the Covid shutdowns.

Great news! Black Rock’s Fairfield Avenue has been selected for a comprehensive corridor planning study that will specifically address important safety and congestion concerns. The study which may begin as soon as this spring is an important step toward on the way to achieving Black Rock NRZ’s strategic goals.

There are many developments in progress here in Black Rock. Summaries of each can be found in our January 2022 newsletter. As these projects progress, we’ll provide more information (as well as in NRZ Board Meetings).
The Black Rock Neighborhood Revitalization Zone (BR NRZ) encourages development that promotes economic vitality, while preserving and enhancing the commercial and residential character of Black
Rock.
After much input from the community, business owners, and NRZ board members, we are pleased to share our Strategic Goals for the next five years.
Keep an eye out for a final Special Meeting to approve these changes.
Summative Narrative and Observations of Strategic Goals Process v 3
Black Rock NRZ is exploring a new way of getting ahead of possible zoning issues, particularly as they affect the Fairfield Avenue corridor and the Commercial Overlay District. See the attached proposal; many thanks to Secretary Joe Larcheveque for putting together these ideas.
The Committee is also planning to meet monthly (the first Wednesday of each month at 6:30 at the Burroughs) to address any possible issues. Public is invited and encouraged to attend.
The Black Rock NRZ hosted an information session with Uri Clinton, a representative from MGM, to discuss MGM’s current Bridgeport development plans and their hopes for the upcoming legislative session.
